dude i am a chef and i have NEVER heard of a recipe for cookies that call for cream of tartar.

Yeah, depending on the cookie. The cream of tartar is important in texture and firmness of the food.

If the recipe calls for cream of tarter then of course you would use it.Most cookies call for baking soda or baking powder but you do need something to make the cookies raise(this is called leavening) so cookies will be flat and hard without any leavening.

Not really. But the cookie would taste better if you did. What are you making?- sounds like Snickerdoodles my favorite.
