If your measurements are all correct (and ingredients thereof), then it must be the heat in your oven...have it on for about ten mins. before you put your Yorkies in.
Em H has it to a t...put Yorkie tray in with spoonful of oil/fat, then pull it out ten minutes later and add mixture

you need to warm oil in the tray first so that it is very hot, and then put them into a very hot oven.

ok, i suspect you followed a recipe for the batter? once youve got that sorted then all it is a case of is making sure your oil in the yorkshire pudding tins is smoking hot just before you pour in the batter. it should sizzle and start to cook.

dont use extra virgin olive oil, it doesnt get hot enough, thats why its used in salad dressing etc.

one more thing, dont open your oven once they are in! they need an even temperature and may flop if you open the oven!

Heat the fat or oil in a hot oven for about 15-20 mins first so when you put the batter in the tin it should spit and frazzle.This helps when I want big puddings. I also make sure their is lots of air whisked in the batter

leave the mix for 10 mins before putting it in the tin and make sure the oil is rely hot before the you poor in the mix.

Heat the oil first and use batter that has been in the fridge for about half an hour. Put into a hot oven and leave them alone.

Also always use plain flour, no baking powder don't ask me why, because I don't know but self raising flour will not rise.

Have the batter the consistency of single cream, add salt (but only at the last minuet)
