Enchilada reciepe need red sauce reciepe?

I dont understand whether you need a red sauce recipe on it's own or an enchilada recipe so Im going to post both

RED ENCHILADA SAUCE

24 dried red chilis
6 c. water
1 c. "meat seasoning"
1 1/2 c. flour
2 c. water

Cut end off chili and clean out all seeds. Cover with water and bring to a boil. Once cooled put 1/3 at a time in blender, place pulp in colander. Place over large pot and run water through until colorless. Bring liquid to boil.
Blend, half at a time, seasoning flour and water in blender, add to sauce. Stir constantly until thick. Use over beef or Cheddar enchiladas.

EASY OLD FASHIONED ENCHILADAS

2 pounds hamburger
1 onion
1 teaspoon garlic powder
2 packs taco seasoning mix
1/2 cup water
1 can of peas
1 can new potatoes (diced)
1 8 oz can enchilada sauce
corn or flour tortillas (your preference)
shredded cheese

Brown hamburger with diced onion, drain and rinse with hot water in a colander to remove grease. Add taco seasoning mix, garlic, drained peas, and diced potatoes. Add water and can of enchilada sauce. Stir all ingredients together and let simmer while you prepare the casserole dish.
Spray a large cake pan with oil. Cover the bottom with tortilla shells. Spread 1/2 the hamburger mixture, top with as much cheese as you want. Add a layer of tortilla shells on top, the remaining hamburger mixture, and top with cheese.

Bake at 350F for about 45 minutes

Texas Red Enchilada Sauce

2 tablespoons butter or margarine
2 tablespoons flour
5 teaspoons red chili powder
1 1/2 teaspoons cumin
2 teaspoons garlic powder
6 ounces tomato paste
2 1/4 cups water
salt and pepper

Melt butter/margerine in a sauce pan.
Make a roux by browning flour in melted butter/margerine.
Add spices and tomato paste; stir until well blended into roux.
Add water gradually, stirring constantly.
Heat until boiling.
Continue simmering and stirring until desired thickness is achieved.
Taste every so often and adjust spices as needed.
Once desired consistency and taste is reached, coat the bottom of a pan with the sauce, add freshly rolled enchiladas, then pour the remainder of the red sauce over enchiladas.
Place pan in oven and cook until enchiladas are done.
