You could check out the usda of the actuall recalls. Chances are you won't recognize any of the brands and the beef in your area is ok.

Try ground chicken, turkey, or if you are adventurous you have 2 other alternatives. Veggie ground round by St-Eves or TVP (Textured Vegetable Protein) which you can hydrate by soaking in your favorite marinades. You can purchase St-Eves in most supermarkets in the prepackaged salads and TVP can be purchased at most bulk food stores along with suggestions for preparing meals in a variety of ways.
Sweet Italian sausage, taken out of the casing and fried like hamburger, will make your spaghetti sauce stand up and sing like Pavarotti!
Spaghetti sauce( Marinara, Tomato sauce, ect) is a great base to go with many things. The ground beef type sauce is form the Bologna area is called a bolongase sauce(poor spelling). I like an Italian sausage left in the casing and cut across the sausage to give you little meat pillows. Add slivered onions, mushrooms and green peppers and serve over linguine. The tomato based sauces go well with all meats ground or chunked.
There are also the white spaghetti sauces. I like the carbonara. A white sauce made with chopped cooked bacon and onion and thickened with parmigiana cheese. This used to be a miners lunch dish.
I like meatballs &/or spicey sausage . I cook them in a large skillet intil thoroughly cooked and then add my sauce to the skillet to get all the good stuff from the bottom of the skillet mixed into the sauce. If you are still leery of grnd beef try inexpensive pork chops (large pks of blade cut are usually cheap) cut them into bite size chunks and sautee them. don't forget all the good stuff in the bottom of the pan.
enjoy
Steve, as usual, has it right. The beefy flavor of portabello mushrooms is the perfect replacement.
