In many cases you can substitute many different things for the water. I have an excellent that actually substitutes strawberry nectar in a strawberry cake mix....Excellent!
All using milk will do will make the cake more moist. I normally use milk instead of water for this reason.

With cake mixes everything is all ready in the mix. Except for what is called for to be added. Check the ingredients on the side of the box. Add only what is called for - in other words NO.

for example the milk will make it taste like sweet bread which produc es the taste and water will taste like when u dip water into bread.
It will probably give it a different (maybe richer?) taste, and possibly a different consistency, a little thicker perhaps. Even though they're both liquids, the milk has more stuff in it--milk solids, sugars, etc.--that will affect the taste and consistency.
If the box does not acknowledge the possible substitution of milk for water, I would not do so.
Nt much...You'll have a cake that wont dry out as fast and it'll taste better in my opinion. You can sub marg or butter for the oil to make t an even grander cake. Make a wish
The cake mix companies generally spend so much time and money on R&D, with several chefs and scientists trying to make the mixes fail that you cant add too much or not enough of anything to make the mixes fail.
That being said, the only reason to avoid adding milk has nothing to do wiuth fat, it is the added protien content of the milk that will make the resulting cake tougher with a smaller crumb density and a shorter overall cake height. To richen the cake you would probably be better off using oil instead of melted butter or shortening for the lower melting point and increased fat content for better mouth feel.
(lower melting point than shortening, higher fat content than butter which averages 80% for quality available american butters)
It does make a difference. A good difference. I always buy Duncan Hines chocolate cake mix and I use milk instead. it'll be fine just bake the cake 15 to twenty minutes longer. It may crack a little on top but the cake comes out richer and tastes more like from scratch. Just make sure you mix your ingredients longer as well before you bake so it mixes properly and avoids clumps.
