Answers:
Check the American based grocery stores and Walmart may have it to, I know there is at least one in the Metro Manila area.
Check around, it is a product not regularly found in the Phillipines, blue cheese may be harder to find, if there are any western style gourmet shops in the city, there may be your only chance of finding it, I worked in Singapore in the 1980's when I was a chef, and Iknow that it can be found there.
I found on a page some delis in Manila that could have some of the items, check out the link below.

I don' have a blue cheese recipe, but I have a recipe for making your own sour cream
Make your own homemade sour cream from heavy cream and buttermilk or more sour cream. Plan ahead to give the sour cream 24 hours to thicken up and chill.
INGREDIENTS:
1 cup heavy cream
1/4 cup sour cream or buttermilk
PREPARATION:
Mix heavy cream and sour cream or buttermilk in a screw-top jar, cover, and let stand at room temperature about 24 hours until very thick.
Chill homemade sour cream well before using and keep refrigerated.
Yield: 1 cup
The guy who owns the website below sells everything you need to get started making blue cheese and has a recipe. From what I see from reading his website, he will also answer any questions you have about recipes or making cheese - I assume after you buy the necessary equipment from him.

try visiting the delicatessens like Santis or Rustan's supermarket. im sure they have the right ingredient that you may need. from what i learned if u cant really find sour cream, just use all purpose cream and calamansi juice. mix and chill...that's what most bakers i know do because it has the same consistency like sour cream...enjoy
