It really depends on the temperature. At 50 degrees it can sit for 8 hours, and at 72 degrees 2 hours. Instead of worrying how long it sit out, you need to really know how to properly store it. When exposed to warmer temps(72 or higher), you should store it at below 41 degrees within two hours. This is all based on USDA regulations

Well, if you assume that as soon as the animal was slaughtered it was cooled, you have about 3 hours at room temperature before it is completely contaminated. As germs multiply and then die, they produce toxins that can make you ill. Refrigeration slows this process down a lot, and cooking kills the germs, but it does not kill the toxins that are in it.

It depends on the surface. The bigger the surface is the faster it is spoiling.
