Sounds like you have the ingredients proprtion right but did you just mix it or heat it on the stove first? Cornstarch won't thiken unless you heat it. try this one:
Title: TURKISH DELIGHT

2 c Sugar
2 tb Cornstarch
1 c Water
1/2 ts Cream of tartar
1 tb Flavoring

1/2 c Toasted nuts, chopped
Confectioners' sugar
* Flavorings: rose, mastic, strawberry, orange or
lemon. ** Food coloring: red, yellow, green or orange

minutes. Add flavor and food color. Add nuts.
Pour into oiled shallow pan. When cool, cut into

If it called for boiling, it probably didn't get to boil quite long enough -- or maybe not quite hot enough. You can put it back on the stove and reboil it a little (like you do with jam that fails to set) or you can decide to use it as an ice cream topping or other sauce.
