its ussually double the water. So if you have one cup rice to cook, its two cups water. white rice is 20 minutes, and brown is 45 min. boil water, add rice, put burner on low and cover for the correct time, your done when the buzzer goes off.
Not for instant rice.

If you mean "sticky" rice then you need to buy the short grain variety. 1 cup of rice, 2 cups of cold water, pinch of salt and cover. Cook on medium until water is almost evaporated. Test for doneness. Do not stir or keep opening the pot top.
