Technically known as Toll House cookies (hence the name on the brand of chips.) All-American recipe.
Lady (running a toll house in Massachusetts) making cookies tried to take a shortcut and instead of grating and or melting the chocolate she cut it into chunks, thinking they would melt and permeate the dough. They didn't but she made a new taste treat anyway.

Yes, chocolate chip cookies are definitely American in origin. Sugar cookies, however, can be found in many cultures in only slightly differing forms. That's a really old recipe. Moravian sugar cookies are particularly nice, and from an old recipe, too. My bet is that sugar cookies originated somewhere in Europe. Wikipedia or any online encyclopaedia would be a good source for this.
