For the best flavor, add the water right after you do any sauteeing or sweating of the vegetables and browning of any meat. You should only bring it to one boil, reduce the heat and simmer until the soup is done.

I add water as needed after the simmering. Simmer past what I want than add water and reduce to consistency i desire. I think it adds a deeper flavor

you should always add water in the beginning. this way, your soup will have lots of flavor. just make sure that you season your soup enough to compensate for the extra liquid. if you add more water later, it will dilute the soup and lose it's flavor. hope this helps.

You start with alot of cold water. the point is to reduce the water by evaporation and intensify the flavour of the ingredients you are using. Always add salt at the end as reducing it with salt already in it concentrates it and will often ruin it!
