No it isn't,rice starts out as paddy,which is the grain within a brown spindle shaped covering,the first step is de-husking to remove this stiff covering at this stage the grain is brown ,if the outer brown surface is further processed you then get white rice which is also called polished rice,the brown powder that is taken off is called rice bran,
