No. Brown sugar contains molasses (that what makes it brown). Because powered sugar does not contain molasses substituting it for brown sugar in a recipe will not give you the same flavor or texture.

It depends on what for. Most likely not though.

It depends on the recipe. Brown sugar is healthier for you than white or powdered sugar, and most recipes call for it because of the flavor it adds and because of its moist texture. I don't think you could substitute powdered sugar for brown, but you could use white sugar instead if you had honey, molasses, or corn syrup to add to keep the consistency. I think if you used powdered whatever you make might fall apart.

Depends on the recipe but I would guess no. Brown sugar has molasses added back into it after processing lending to extra moisture in the end product. Powdered sugar is sugar that has be pulverized and had corn starch added in. What is the recipe for?
