This is the same as powdered sugar, which is just regular sugar that has been ground down fine and mixed with baking powder so it has a very chalky-smooth texture that won't add crunch to what you're putting it on. Different parts of the country tend to call it one or the other (like cider vs. juice) but they are the same.
