Your best bet is a cast iron "fajita" skillet. Heat on high on top of stove or inside oven. Seconds before serving, place food on skillet and add a tiny bit of liquid to the skillet. It will steam for a couple of minutes.

When I waited tables, we would wait till the last second to pour the food onto the skillets so that the steam and aroma and sizzle would make a fancy presentation as we carried it through the dining room. After we carried out a couple fajitas, every other customer would start ordering the fajitas, too.

In any case, cast iron will easily produce the most sizzle and steam.

Heat the plate to screaming hot then place your steak or other meat on it. The juices form the meat will create steam. If all you want is steam, put a small amount of water on th plate...

Have you ever heard of "au jus" sauce? It a combination of water and beef broth. In restaurant kitchens we usually have it on hand in a sqeeze jar. Its simple to make ~~or~~ you can buy a packet of it in your grocery store, just add the water to the packet and its that simple. Make sure your plate is very hot and once your meal is plated , add some au jus to the plate and it will sizzle for quite a few minutes. Be careful when removing the plate from the oven , it will be extremely hot and that is the effect that you want to make it sizzle. Good luck .
