CW is correct your pepper will be soft use it for either a stew or stuffed peppers. make your favorite meatloaf stuff it in the pepper and bake. Yum Yum

soak it in luke warm water for several minutes....

Hmmm...that's a really good question. Well, I think just leaving it out will make it a bit mushy. Try putting it in your microwave under "Defrost" and see what happens. I've never froze a pepper before sorry. But I would try the defrost thing, it's bound to work. Always works for me when I want to defrost gound meat.

You don't use it in a cooked recipe.

Freezing causes damage at the cellular level. It won't be crisp.

You can thaw out your red pepper, and cut into pieces, but it won't be crisp - freezing bursts the cell walls. It will, however, be great and look good in a cooked dish.

once a pepper has been frozen it isn't going to be crisp ever again................. but you can still use it to cook with....
