As an amature chef for the past 10 years, it shouldn't be an issue. However, I wouldn't use non-fat milk only because the flavor would be lacking. Id use whole milk or at the LEAST 1%.
With custard powder, no problem. With eggs ? still should work.
Not at all - it will just be less rich than made with full fat.
