The cheapest cut that will still be tender enough for shish kebab is Top of the Round. It comes as a roast or in steaks and you would just cube it. Another recommendation would be to marinate it. Marination tenderizes the meat. Anything containing acid, salad dressing, lemon juice, vinegar, whatever, and of course the seasonings, garlic, onion, herbs, salt and pepper.

The tenderloin. Beef, pork or chicken.

Traditionally, it's lamb or mutton (mature sheep) for shish kebab. But you can use any type of meat you like.

You'd be better off using a cheaper cut of meat, rather than cutting up something expensive. If you're using beef, cut up some chuck into chunks (maybe 2 inches to a side), instead of tenderloin. Or use bottom round, or some other inexpensive roast. The grocery stores sell meat that's already cut into chunks, labeled as "beef for shish kebab" or as "stew meat". You can use that if you like, but it's pretty easy (and cheaper) to buy a larger piece, and cut it up yourself.
