Answers:
This website has everything, from the ingredients to step-by-step direction. Hope it help.
P/s: you can use a rice cooker to make the broken rice. It's a lot easier and saves time. If you want the rice to be really "broken", spread them out on a flat and dry surface (well-aired place), spinkle a little bit of oil on top, let it sit for about 5 mins.

com tam. I come froma vietnamese family and i cook Com Tam all the time. First this is for 2 people
Ingredients: 1 cup cooked baby rice
1 lb of pork
garlic to taste
1 tablespoon of red onion
1 teaspoon of lemon grass
pepper to taste
2 tablespoon of fish sauce
2 teaspoon of olive oil

Directions. Chop Onions and garlic. Add lemon grass, fish sauce, pepper, and pork with onions and garlic to a bowl and mix until pok is well coated with the yummy goodness. When done marinating the pork put it in the fridge for atleast 3 hours (overnight probally better) so the juices of the marinate gets soaked into the meat. After done cooling in the fridge Gril the pork until dark brown on the BBQ. Serve the grilled pork with the Baby Rice and fish sauce. Enjoy.
