garlic powder is powdered garlic (dried) and garlic salt actually contains salt as well as powdered garlic.
Garlic salt actually contains table salt as well as garlic.
garlic salt has some table salt in it
garlic powder is 100% garlic and has been grined down to a fine powder, while the garlic salt hasn't and has salt and other things in it
In garlic powder the garlic clove is dried and then ground very fine. It usually contains additives to keep it fresh and/or prevent clumping.
Garlic salt is a combination of seasonings that may include vegetable oils and additives. It starts out as salt mixed with garlic powder. Many chefs make their own by putting cut cloves of garlic into an airtight jar with sea or kosher salt and letting it set. After a few days the garlic is removed and you have garlic flavored salt. But commercial products must be made with additives to keep them fresh and non clumping.

Garlic powder is supposed to be dried and ground garlic, but it's often mislabeled so check the sodium content when you buy it. Garlic salt is exactly what it says...Garlic flavored salt.
They both taste like crap though, if you need dried garlic use the granulated garlic and season as necessary.
