Whipping cream is heavy cream. You can whip it! Light cream is non whippeable and is what you want to use in your coffee or recipe for flavor but half the fat. If you want to make a creme brulee or ice cream or whipped cream for eclairs or strawberry shortcake, for example, you will need the heavy or whipping cream. Other things you use the light cream.

whipping cream is used to make whipped cream, and light cream is usually used more sauces.
