Answers: The cake will cook from the edges to the center, the center being still "gooky" and the edges being cooked will force the center upward while the cake is cooking.
That's why most bakers, when they have this problem, will cut the cake across with a long knife after cooling and before icing to have a level surface. Your oven temperature is too high causing the cake to bake faster on the outside edges than the middle.

Ovens can vary greatly in their temperatures. To check yours, pickup an oven thermometer at a hardware store. It has to be for an oven.
