Can anyone tell me the best way to start a small home-based cookie business?

I cannot tell you how to start your business but I can give you some business advice:
1. Assure yourself that you've got a market for (another) cookie business. You should do a good market study.... maybe you can get some help from your local university. Talk to someone at the Marketing Department about your project and maybe it could become a class project.... you'd save a ton of money on market studies and probably come up with a 1st class business plan.
2. You'll need a business license i suppose. The local Health Department my have to inspect you / your kitchen.
3. Do you have the right equipment? Are you ready to invest in the right equipemnt? How much will it cost to run ovens all day long? It may be cheaper to do your cooking at night...
4. Are you going to cook AND sell? Word of mouth is not enough... you've got to pound the pavement to get your product to market.
5. It generally takes two years to establish a business... do you have money (and time) to run a business for two years? Can you read a balance sheet?
