I am not sure why it is such a problem I like bonito broth and make dashi quite often, when I worked in Japan, I saw a real shaver, a even was exposed to the whole block type.
It looks like a small reddy-yellow oblong block, and you run it over a block shaver and it shaves small micro thin pieces of bonito, it is also prized for the aged type, and is a special gift give at cetain ceremonys and special events.
In Italy (Sicily) they have a preserved roe called batarga, and is shaved in a similar way to bonito in to pastas and over seafood dishes.
