Judging by your description rather than your title, the Boulonnais classic matching your description would be the yeast-pastry Tarte au Papin:

Tarte au Papin

la pate
500 g de farine
250 g de beurre
2 oeufs

It has a close sibling, Tarte Porteloise, which includes prunes in the custard. 'Ciboulis' is not a word, while 'ciboules', as mentioned, are spring onions or scallions. ('Ciboulettes' are chives.)
