You MUST start with good beef.... pay the price and get the best. Many people I know cook with a meat thermometer... but I don't maybe some day I may.
Follow Fluke's advice with the mustard and crushed pepper (I'd use a variety of colored peppercorn) . The meat must be at or near room tempreature & get the oven hot. Ask the butcher how long the weight of meat you are buying shld be in the oven to have it at the point that you prefer to eat it. Finally, do remember that the meat will continue to cook once you've taken it out of the oven. AND... do let the meat sit 10 to 15 mins before cutting into it.
