I'd start with clean up...Put the tea pot in the sink in warm soapy water, the sugar will dissolve eventually....then go and take the stove top apart, start by washing all of the parts individually, again soaking should dissolve the sugar. If not use a telflon scubber like the 3 M one or some made of stainless steel or steel wool, the last two will scratch. Until you get all the water/sugar combo out from the stove top you're going to smell it, and don't turn on the heat again until it's cleaned up. If water and a little elbow grease won't work, you will have to go out and purchase oven cleaner to clean it, find one that works cold with a sprayer rather than an aerosol. The A/C filter itself may have picked up the odour, I'd give it a good cleaning too...best of luck, next time just boil the water. Make the tea in a cup or pot off the stove...
