Like a chowder? To make a fish chowder I use diced salt pork, which I cook on low to render out the fat. To this mix I add chopped onions and let them cook until soft, not browned. At this point, add water to the mix. Then put in cubed potatoes, let cook until barely done. Add cubed fish (white works best)simmer until done. Add evaporated milk (canned) to this and stir, taste and season with salt, pepper, and Old Bay seasoning-a chowder spice. This makes a milk based stew.
If you want it creamier I suggest you start out with a roux made of margerine/butter melted, add flour, then milk. I would leave this fairly thick, and then add to the fish and potatoes after they are cooked. Adding milk initially usually causes it to burn on the bottom, it's best to add it after everything else is done.
