Help with Chicken Drumsticks!!?

I have two major problems when cooking drumsticks, 1) They never cook evenly! I always get a delicious looking outside, but raw inside! 2) I don't like frying them and I don't have a barbque. Please help!

The only thing I can think of is that your oven temp. is too high and thats why the browing effect and undercooked. This is my favorite because the legs are cooking in a liquid and you have a gravy.
If you want it crispier that remove chicken from the liquid and bake for another 5-10 minutes.

Baked Chicken Legs Recipe

Ingredients:
4 Chicken legs with thighs and Backs
4 tablespoons Olive oil
4 Garlic Cloves,peeled,halved
2 Bay leaves
Tarragon to taste
Thyme to taste
Salt, Pepper to taste
18 ounces Tomatoes,peeled,quartered
2 cups Wine,white dry
2 cups Chicken broth

Directions:

Salt and skin chicken legs. Fry in hot oil till light brown;add the wine and the broth, bring to a boil than let simmer.

Add the seasons & tomatoes. Cover and simmer for about 1 hour.

Take chicken out and keep warm, pour gravy through a sieve and let it boil down to half the volume;about 10 minutes.

Pour over chicken and serve with bread or make a pasta or rice dish
