Out of top round steak and top sirloin steak which beef is best for making gyudon?

top round and top sirloin are both lean cuts of meat.
I would personaly choose sirloin because it has a less dense texture than top round and breaks down better in a moist cooking method. and I believe it has a better flavor.
I looked up the recipe in my authentic japanese food book and it calls for sirloin ,doesn,t specify top sirloin though.
