Answers: yes just put more water to begin with & cook 3mins longer with two or three good stairs to brack up the starch yeah, boil it to death... and serve it wet... Just overcook it. you can, by overcooking it.
But you can use a cheaper rice, like broken rice - it will become sticky even without overcooking it. When I want my rice stick together, like for rice balls, I cook it in starch water. I get starch water by reserving the water I use for cooking starchy foods, like pasta or potatoes. I'm not sure what 'slodgy' means, but if it means mushy just cook it longer with more liquid. Just use the right amount of water so it absorbs it all and cook it for a long time until it starts going mushy. You could also try cooking it in coconut milk for a different flavour. Just make sure you stir it now and again so it doesnt stick to the bottom of the pan. cook the rice in a mixture of milk and water, instead of seasoning with salt use sugar but only 1/2 teaspoon at most. boil it
