It looks like royal icing forthe white part and then marzipan for the hearts. I think if you were to draw a circle onlining hte area where you want the white icing (thus creating a border) then fill in the circle with the white. This would prevent the icing from flowing out of the perfect circle area.
Then make your hearts from the maripan stack them one on top of the other then place them on top of the white icing once it has dried - just dot the bottom of the hearts with a small amount of icing to get them to adhere.

may-be because the items are frosted AFTER they are baked.....doesn`t matter what STYLE they use , it wouldn`t be the same effect if done BEFORE placement into the Oven!!!!!!!!!...sorry , Sweetie , but Cup-cakes are Cup-cakes...OR are They?

they use this thing called fondant. It's kind of like a dough but it's made of sugar. They roll it out and then spread it on the cupcakes.

would not use royal iceing when it gets dry gets brittle, its mostly used for decorating wedding cakes. what you can do is either put in microwave 15 or 20 second the kind of iceing from the cake mix sectcion of the super market in the little plastic tubs,or over warm water till it softens up enough you can just dip the cupcakes in the iceing and just shake off the extra and they come out nice and smooth.
