What is the best way to cook pot roast, so it doesn't turn out stringy?!

Question: I have tried frying it in a bit of oil and then putting it in a crock pot, and I have just put it in a crockpot with water or beef broth, and it turns out tender, but still, somewhat stringy. Whats the secret to melt in your mouth roast??

When I make my pot roast in the crock pot, I cut up carrots, potatoes, and onions then place them in the bottom of the pot 1st. Then I trim most of the fat (leave just a little) and season the meat with garlic powder and ground black pepper and place on top of the vegatables. (No need to brown first) IT WILL COOK IN THE CROCK!! Then I take a can of Cambell's Beef Consumme or Beef Broth and pour over the meat. Cook on low for 6-8 hours. It comes out delicious and not stringy.
