A blanket ;-)
Not knowing just how old the couple is:
A plant that requires little care
A list of shops /restaurants around their new home and a gift token for one of them
A gift token for a shopping trip in the area of their new home (if they cannot drive any longer)
A door mat saying "welcome" (if they do not have one)
Being elderly myself, I no longer wish to receive items which I have to take care of or which accumulate and my kids will eventually have to take care of. I simply want no more stuff to accumulate. Therefore I appreciate gifts that can be "used up" - hence the "hands-on" gift.
a gift basket, take a basket put things like coffee cups and coffee, tea, hot chocolate, maybe a couple lap blankets/throws, a book, a movie, a candle, some room freshner, a package of nice paper plates like chinet, some of the nice heavy duty plastic silverware, a set of measuring spoons/cups, a set of pot holders, anything else you think they would like.
There is always the sacrificial houseplant, but it's a common one. What do you know about them? Find out about them and then buy accordingly. I gave my sister for her housewarming gift, a gift basket plus I put a gift card inside it in case they wanted to paint a room or buy shelves. She loved it.

Depending on their finances, a gift certificate to a local supermarket is always helpful. Same goes for the local oil or gas company for heating. A certificate to a hair salon for each of them is also appreciated. A gift certificate to their favorite restaurant, movie theater or for a housekeeper to come in and help get things organized.
Because of their age, they don't want "stuff" that will add to clutter and maintenance. A nice pair of cozy slippers for each, a new robe.
Depending on your financial situation, you could make a little gift basket offering one or several of these items.
How about making a movie night basket with Popcorn, cute bowl, fleece throw, classic movie and a soda.
A nice basket of edible goodies would be great for the couple, or a gift card to a local restaurant they can try out! a house plant would be best for the elderly couple who doesn't need more clutter around their new home!
