Trying to help cousin plan her Sweet 16th with a Winter Wonderland theme and I would love some ideas.?!

Rent an artificial snow maker and make it "snow" in the room --- would be AMAZING.

Have white foods - an ice cream sundae bar would also be neat. Favors might include a scarf and hat, custom mittens ... and you could turn that into an activity, as well. Provide inexpensive scarfs, hats, and mittens, then provide embellishments and things that guests can use to decorate their winter wear. Feathers, buttons, glitter glue ... things from a craft store. You'd be surprised that even the guys will get into this activity, everyone trying to outdo the others with their design.

You'll have to have some hot cocoa!

~ use the colors white, silver, and light blues and purples
~use white christmas lights and put them around the room for fun decorations!
~freeze cups so they have a fun frosted look and get those fun plastic ice cubes that light up!
~put up snow flakes

snowball cookies are sooo good. you can find tons of recipes for this classic.

mix lot of sugar with just a little blue food coloring, frost any cookies with icing and dip in sugar mix.

take a look at the characters at the winter palace in the play/ballet, the nutcracker - most versions have characters that center around wintery foods. you could get plenty of ideas from that.
