you're tuning 13, so i'm thinkin' a coed dance party!!!
you can have it in your living room or basement, or if you don't want it at your house, a hall.
decorate the room w/a disco ball, lava lamps, rope lights, Christmas lights, etc.
for food have pizza, sausage + cheese + crackers, veggies and chips w/dip, m&ms, skittles, pringles, golden graham smores (a huge hit at my last party. you can go to cooks.com to find the recipe, or google it.), cookies, and of course your cake or other dessert.
you can hire a dj to play the music. if that's not w/in your budget, have your ipod or a friends ipod hooked up to speakers, or burn a whole bunch of cds to play. w/all you guys fav songs on them.
if you want to do something alittle different, then consider giving your party a theme, and decorating it all in your theme. like sports, hawwaiin, decade, etc.

Make sure you have a camera, cherish your moments.
have it be a themed party, like murder mystery, and get your family involved. and you can have it take place in the 50's so everyone can dress up. or if thats too much effort you can do a scavenger hunt.
Make or buy a Pinata' ....(there more fun to make) fill with fun things that you like...the little travel items they have at the discount stores,sample sizes of perfume,lipstick,hair spray,lotion,stickers,candies.....just look around for small fun items.
I have made big round ones for The 4th of July,Birthdays,New Years,Wedding Showers......Make them Bright and Colorful with crepe paper,add ribbons,stars etc...really decorate then up for more fun and excitement.
There fun for kids or adults!!!
At the end of your party...everyone sits down.
Place an envelope taped under a chair (before hand)with a note in it for the Winner of The Grand Prize!!!Give them a wrapped gift of you choice.

You may not like this, but my idea is that you can have a sleepover with your closest friends, and..
have everyone bring their hair/makeup stuff and give each other makeover, then sing karoke.
have a pie fight, fill empty pie tins with whipped cream and throw them at each other.
have a nasty smores eating, suppply your guests with things like chocolate, cheese, marshmallow, grahm crackers, saltines, pickles, etc....
then have the birthday girl eat a bite from each and tell which is the nastiest.

have a dance contest and make it as weird as possible, the weirder, the more funny
play a really girly game, like, mall madness, mystery date, etc.
play light as a feather, stiff as a board
to play, one person lays on the floor and all the other people stand on her sides, then eeryone puts your finger tips under the person laying down and your chant, " light as a feather, stiff as a board", ten times, then everyone lifts that person up.
have a giant pillow fight.
Anything else, well happy birthday and have fun.
