do like a total candy theme
a friend of mine just had a party like that
have different candy everywhere
guest have to dress in bright colors/dresses
upbeat music
chocolate fountains
make your own candy stations
you'll get sick to your stomach but it's really fun!

sleepover watch a movie hangout call guys etc thats what im doing for my 14th in february

have a sleepover! That's like the best.. or you could maybe go to the mall and shop and like have a shopping birfday lol

You should have a sleep over, that's a Hawiian theme. That's what I did for mine, and everybody said that was the BEST birthday party they have ever been to!!!!!!

I would go out to eat where everyone likes to go then go to a spa and then have a sleep over your friends will love it

so do whatever u would like to do like
watch movies
sleep over
idk what else those r some ideas if they help

first of all: a sleepover would be a good idea.
next: make sure you have your parents permission before you do ANYTHING. the worst thing is when you get in trouble on your birthday.

parties are great ways to hang out and just have fun, but since its all girls, you should probably plan on a little drama.
inevitably there will be pictures. so if you all have myspaces take turns dressing each other up, and take myspace pictures. have a hair person, make up person, photographer, you get the idea. (just make sure there are enough jobs to go around. you don't want to leave anyone out.)
also a fun thing to do is go wrapping. pick someone you know in your neighborhood, and load up on the toilet paper. although it seems pointless in the end, it's tons of fun to spend at least an hour making plans. plan out the escape routes (i suggest a few different ones.) who will be wrapping what, and the grand finish. (ex: leaving all the empty rolls on the front porch with a note that says "i think you're 'charmin.'")
also make sure everyone is in all black, with war paint (mascara works great and comes off easy.) if there's not enough tennis shoes to go around, duct taping flip flops to your feet works fine. don't forget to take pictures.
then, after everyone is worn out, y'all can watch a movie. my choice would be one of the bourne trilogy, so everyone can fawn over matt damon, while having popcorn catching contests.

just be careful of one thing: don't plan your party to the extreme that everything has a schedule. the most memorable memories are made by riding by the seat of your pants.

have fun, and happy birthday.
