Maybe make flowers out of tissue paper, then make them into a mexican flower garland. Hang them thru out the party area.

Crepe paper can be used to hang streamers from the ceiling, wrap poles and chairs, and loop across the fronts of tablecloths. Large, colorful cutouts of cactus, desert flowers, chili peppers, and the sun.

Purchase strands of festive lights to string around the room, hang brightly colored cloth on the walls or drape them on the chairs, and you have instant ambiance. Helium filled balloons in red, green, orange and yellow colors will give the party a more festive atmosphere.

Party favors such as brightly colored bandanas, sombrero hats and maracas can be placed in a large basket near the door. Invited guests can choose a favor as they are entering your fiesta.

I know this sounds silly, but it looks really nice once you are done and it always adds to the theme of a party. Wrap all of the pictures you have on your walls in paper and decorate them. For a Mexican party you might want to get green white and red wrapping paper. Then draw or print out mexican themed pictures. A map of Mexico, maracas, a burro, sombrero, etc. You get the point.
