Make overs-friends give each other make overs with make-up, nail polish, etc. You can get inexpensive "tween" make up and use that instead of the real deal.
Or how about a scrapbook party.
Those are good ideas for girl slumber parties. For a day time party, try a craft party where all the kids make their own creation to take home with them or some kind of theme party-like a movie star theme.
We threw a Survivor party for my younger sister this summer with games and when someone got "voted off" we threw them in the pool. That obviously will not work now because it is winter but maybe you could adapt it for inside play.

Depending on what the child is interested in, I have a few suggestions. You can go to a local salon and ask if they do parties where all the little girls get pampered with pedicures, manicures, cute hairstyles, etc. Also, rollerblading parties at cool roller rinks are always a good idea. Bowling can be very fun too.

For my niece's 9th birthday we did makeovers. I had a TON of samples from when I did Mary Kay so we used them up. Did their hair all funky. Then they had to 'design' their outfits using crepe paper, newspaper ... really anything! Then the birthday girl picked a winner! It took up a lot of time, so the girls were always busy.
