Affordable 1st birthday party in an apartment??!
We are tight on budget & space.
Is there anyway I can do this w/o spending more than $300?
Is there any reasonably priced place we can all go to have the party?
Do I have to give party favors for adults?
First time doing this so pls help me out :)

Wow... 13 families.... Okay....
Get rid of ANY extra furniture you can... Everything should be moved against walls or into the bedrooms so there is more room.
Do a bit of a buffet using the kitchen counters or dining room table, but move the dining room chairs into the living room for space.
Stagger your guests... Invite some for 1 oclock, some for 2 oclock, and family for 3 oclock. Hopefully the first guests won't stay the whole time.
Party favours - sippy cups make great inexpensive favours - grab a Toss & Wash set by first years, fill them up with cereal. Older kids can get a themed straw cup from Walmart with a character on it.
Your biggest problem is space... If each family is 3 people, you are looking at 40 people in your apartment...

Definitely no party favors for adults. As for party favors for the kids, keep it simple. give them all a hacky sack ball or something. You could have it at a local public park. As for the cake, you can make one yourself WAY cheaper than you can buy one. And all kids love parks!!
Have some games set up for them, that'd defintely be fun.

Oh my....yes you can. You can do a pinata, instead of party favors, just buy little bags for them to put the candy in (I use my kids Halloween candy..lol). You can do the food from sams club and then a cake. That is all a 1yr old needs.
Do some chocolate activities everybody will love these.
