Answers: ok... well my bff is going to JAmaica for her b-day and she isn't having a partayy and i want to throw her a Suprise partayy when they come back .... So.... Can you please help me??

I think a theme is the best way to go. What's something she really enjoys? Is it music? Drama? Pirates? Travelling? All it takes is a little creativity.
If she likes music throw a party based on it. Sing karaoke, play name that tune, throw on some music and dance, or play guitar hero.
If her passion is drama you can theme it on that. Play charades, watch classic movies, or put on some classic broadway songs.
Is she more into pirates? Awesome, put on the POTC movies, play poker, and have people dress up.
Maybe she likes travelling. Have your party themed off of a location. Africa? Vegas? Rome? The possibilites are endless. Think safari in Africa, gambling in Vegas, togas in Rome.
I love themes because they make the planning fall into place. Think of things related to the theme and you have yourself an awesome party.
A party doesn't have to cost much at all. Balloons and streamers can be found at the dollar store. If you're worried about foods have each guest bring a dish.
Maybe you don't really like the idea of those parties? What about a girls night? Have you, her, and your close girl friends over for a night of makeovers, spa's, and chit chat. Watch chick flicks, put on some popular music and dance, talk, read magazines, and maybe make sundaes. This is a fun and inexpensive (all you have to pay for is some cheap face masks... and even that's optional!) way to spend the night.
Keep in mind they might be margarita'd out by the time they get back, so I wouldn't do anything tropical.
If you live where it's cold, they might like some hearty comfort food. If it's warm, grill burgers and dogs.
You can't ever go wrong with cheese and crackers and other appetizers, either.
If you want a theme thats fine but just keep it simple. Invite friends/family, rent a small place or ask some with a big (nice) basement if you could borrow it. Put some music on get drinks and finger food like nuggets, chicken fingers or strips, and veggie platters for the vegans. Maybe you can even dim the lights and have like an old fashioned basement party. It would be cute if you made a little VIP section for her also. Or you could rent a space and take it from there.
