for my boyfriends birthday i threw him a suprise "texas hold em" party. i Bought him a poker table, and a poker set in one of those silver cases.
then i went to Party City (or any party store) and got some poker theme decorations, like cups and some chip bowls.
I held it at a friends house. and called him and said," hey, we are all at Johnny B's, come on over and chill for a bit"
when he showed up we had a few friends over and the poker table all set up.
I grilled some hot dogs and hamburgers and we had a BLAST. then he got to take the table and card set home.
if you guys are good at playing, then you could win some $$ and get that hotel room! even though there is no sex, it would still be nice to be alone with him on his birthday!
If you have a friend that will help you set things up, after dinner you could say something like " i need to stop by carols/steves for something.. its a suprise"

Why do you want to sleep with a guy if you can't even afford the room? Invest your money in a good GIFT for him (i.e., watch, book of coupons, or CD). and wait for the moment when he is actually READY to commit his entire life to you, not just "one night in the back of a van down by the river."
