Lasertag. It is a lot of fun, and a lot of places have little rooms that you can rent out where you can eat pizza and have cake.
Unless it is going to be a suprise, though, I would talk to your daughter about it. Probably at the point where she is wanting a more "adult" party.

Just do it at your house, music and lots of food. I think 13 is probably too old for a skate party or something. DEFINITELY too old for Chuck E. Cheese.

If it's allowed by all the girls' parents you could also have a Mary Kay type party with every girl getting a makeover.

I actually saw a purple party where the food and decorations were purple. You could try something along those lines with her favourite colour.
