cheap food ideas:

sloppy joes and buns
or lunch meats and different buns
veggie tray
chips and dip
deviled eggs
relish tray- olives, pickles
taco dip
make a big batch of punch instead of getting a bunch of different sodas- good recipe mix one frozen concentrate of OJ with one jug mixed juice orange/pineapple/banana, and one 2 liter of ginger ale- make a ice ring out of a jello mold ot float on top- maybe put some slices of a orange into the ice ring for a pretty look

I do all my party food shopping at Aldi's- they have a pretty good selection of foods and it's half the price of the regular grocery stores!

Lasagne, salad and garlic bread. Cheap and easy.

have a potluck. ask the guests to bring their favorite dish. or baked ziti, lasagna (like the first answerer), etc. pasta salad, etc. it depends on when the party is. if it's after lunch, then just do little finger foods, etc. just don't make it at a meal time.

first thing first get streamers and balloons they cheap
have each balloon fill with a piece of paper with a game inside..
easy cheap games like when anyone say the word baby they get a pin and by then end of the shower the one with the most pins loses make something for them to do.....

now for the food we usually have
lunch meat with rolls
tuna platter and devil eggs
pickles
chips and dip
and cold water or cold coffee ,some soda the 2 liter bottles they cheap.
and when mother to be opens her gifts take a paper plate and tie string on both side of the plate and everytime the present come swith a bow put it on the plate it becomes a baby shower hat cool too.

wrap some mints in a net and tie it then tie the booties to it..
cheap and easy... good luck

You could consider having the baby shower at a restaurant, at a place you can still have an intimate get together with the people involved but yet, they can order their own food and beverages of their choice so you are not footing the cost of the menu.

You can still exchange gifts and play games, have a cake - and so on as usual baby showers go!
