Why not something simple like going to the movies first then to a pizza place and open gifts there and having cake? We do this and it's a lot of fun. Most all kids like movies and pizza! You can do little extras on the side if money permits.
Depending on how many kids you have, this should be under $100. Especially if you make the cake at home and go to the matinee movies.

an obstacle course party! check out this article thing it is AWESOME! http://www.marthastewart.com/portal/site...

make a mini carnival like in your driveway or park, like make games out of water bottle, have popcorn in those little popcorn bags, caramel apples, maybe an inflatable bounce house, tickets prizes games, etc. face painting, etc.

have a "messy party", have ingredients in little bowls on a tray for each kid to make homemade playdough or a baked good, have a huge bowl with layers of cake, icecream, and bananas for a parfait cake.

An "initial" party. have all the decor, settings, etc have your sister's initial on it. make t-shirts with the guests initials. have crafts with initials, and an initial shaped cake. have food shaped like it. have initial-centric games (like pin the R on the ACHEL if your sister's name is rachel. idk)

have a polka dot party. polka dot invites, polkadot cake, items like rubberballs, mini watercolorset, marbles, and other round items for favors. (in a favor bag made out of bubble wrap), make crafts, polkadot decor, bingo, play twister and connect four.

have a barbecue beach party

ice skating party

go to the carnival zoo or aquarium, etc

i always find the skating rink extremely fun.! ^^

I think scavenger hunts are kool... Or set up a murder mystery with clues wherever you are.... Yeah. Umm.... pool party?
