How about a Hat or Mask party and you find a theme on that, perhaps Animals, hire a balloon animal maker so each child gets an animal balloon, or get hire someone to do facepainting, play animal games, animal Birthday cake, animal party bags eg. animal biscuit, sweets, toy ect.

You could theme on just one animal such as a Tiger Party in the Park and have a couple of pasting board tables covered with a Banner. Put all the food and drinks (jungle juice ect) on the table and the children can sit on grass.
Don't forget Jungle music!

Have a superhero party. Have kids meet at the park dressed as their favorite or imaginative superhero. For instance, someone could be, "Super Monkey" -the top banana in fighting crime,
and "Zero Man" who puts up with nothing. The kids make up the hero.

Then, you can play games around the theme. Pin the criminal behind bars - adapted version of pin the tail on the donkey.

Knock out Crime-Pinata
etc.
