You could go out to dinner before hand? Or just have a rad themed sleepover, where everyone dresses up and stuff. I can't remember what I was into at 13, though I'm only 18 now. But you could do a scavenger hunt, with prizes for the winning team. Then you could get some movies you all like, popcorn, ice cream, face masks, magazines, stay up late and gossip!- I don't know how many things you'd be allowed to do with the scavenger hunt but you can definetly make it work for you. I still do them at my age and they are rad fun. So even if you can't leave your house you could still have heaps of fun. Check out some ideas on the net..

be simple. keep the traditional cake and ice cream. but add pizza,burgers,hotdogs,fries,chips,candy (chocolate is usually likeable) cookies, and of course soda.
Watersliding definatley, then go to your house, crack up some music, have like a mini buffet with pizza cake chips candy etc. Open presents, then play lik video games ddr board games have contests etc. Thats what I did

get some funky beads, buttons, etc... along with string etc...
go to hobby lobby or a craft store for other items.
get pizza, some movies, and see what you can create!
You could do manicures, pedicures, and facials with pizza. That is always fun!
have a scavenger hunt at the mall, then watch a movie, then go to your house and sleepover.
