It all depends on what your budget is and how many people there are. If you want to have something for just a few friends, then maybe you guys can go out on the town and splurge? If it's for a ton of people maybe go to a club that is more exclusive than usual?
For my 21st I went all out. I had a black tie cocktailparty for 60 of my closest friends in my parents backyard. I had an old friend of mine form a jazz band to perform there, brought in a ton of oysters and put them on ice, and had a champagne tasting. As a present to me my parents decked out the back yard in a black and white theme too... balloons everywhere, rented garden furniature, an ice sculpture, and a massive white and dark chocolate fountain.
