Black eye peas, corn, cream potatoes, biscuits. Water
Pinto beans, corn, slaw, biscuits, butter, honey or cooked fruit.
If you could raise it on the farm, you could eat it.
Almost any dried bean cooked or vegetable soup served with bread or cornbread and milk.
Eggs, potato pancakes, gravy, biscuits. Tomato.
Oatmeal and fried eggs and biscuits and jam or jelly.

When times were tough...my mom use to make spaghetti (with sauce) and scrambled eggs. My dad's favorite was creamed chipped beef on toast (hamburger) ...he called it sh*t on a shingle. They're more classic than creative and I don't know if they'll fall into your budget...or what you had in mind...but they were definitely budget dinners.

or potato soup with hommade bread
chicken pot pie if you can get a roaster chicken on sale. (pa dutch style with the big noodles and just chicken and thick broth and potatos)
Rice with lots of a vegetable and bits of meat. (Chinese style)
Tofu cooked with vegetables.
Tuna casserole (Macaroni, tuna, diced celery & onion, mushroom soup)
Tamale Pie
Tostados
Spanish rice
Beans and ham hock.
Big pot of soup with neck bones & vegetables.
You would need to buy a bag of rice so the initial investment would exceed $5.00. We used to buy 50 lb bags now we don't have it often so a 25 lb bag lasts several years.
Buy from a discount grocery outlets if you have any near you. Also at produce stores, vegetables and fruits are usually cheaper. Be aware of pull dates because much of the fresh or refrigerated foods are at or near the pull date so you need to plan on eating them sooner rather than later.
Raman noodles! (Aren't they like 10 boxes for a dollar?) With the 4 bucks you have left you could add some veggies in there and maybe a loaf of bread.

Slice Sausage in chunks at leas 1/4 inch or larger.
Fry in a little oil with salt and pepper.
Its cheap and delicious.

Get some bread. Put mayonaisse and cheese on a few slices. Season with sal and pepper. Then you can either get Kool-Aid or just plain sugar water. I promise this will cost about $4-$5 at the Dollar Tree.
