You have a lot of choices. if this is going to be a big money party, you can rent out a club on south beach. If it's closed to the public and you all don't drink, I don't see why there would be a legal issue. Other options -
Vizcaya - it's really pretty and classy there and they rent out an awesome room for parties
You could rent a yacht - Party on water. Muy good times
there's a pretty ballroom at the conference center at FIU - Coven's Conference Center. It has pretty bay views, I went to a wedding there once and it was really nice.
